Experienced Senior Proposal Engineer to join our client's Tender team, supporting major Oil & Gas EPC, EPCM and LSTK projects across upstream and downstream operations. Key responsibilities include reviewing ITTs, leading preparation of technical and commercial proposals, developing cost estimates and tender summaries for EPC projects, process skids and equipment, preparing RFQs, evaluating vendor/subcontractor offers and conducting technical bid evaluations, generating BOMs from P&IDs and layout drawings, managing technical clarifications and deviations, supporting feasibility studies, piping design/layout and risk assessments, coordinating with sales, engineering, procurement, vendors and subcontractors, and contributing to continuous improvement of tendering and proposal processes.

• Review ITTs, tender specifications and client requirements
• Lead preparation of technical & commercial proposals
• Develop cost estimates and tender summaries for EPC projects, process skids and equipment
• Prepare RFQs, evaluate vendor/subcontractor offers and conduct technical bid evaluations
• Generate BOMs from P&IDs and layout drawings
• Manage technical clarifications, deviations and client responses
• Support feasibility studies, piping design/layout and risk assessments
• Coordinate closely with sales, engineering, procurement, vendors and subcontractors
• Contribute to continuous improvement of tendering and proposal processes

المتطلبات

• Bachelor’s Degree in Mechanical Engineering or related discipline
• 8+ years’ experience in Oil & Gas proposal engineering / tendering
• Strong experience with EPC, EPCM, LSTK, EPF and modular production facilities
• Experience in EPC cost estimation, CAPEX/OPEX planning and commercial structuring
• Knowledge of Oil & Gas process packages and equipment
• Strong vendor evaluation, technical/commercial assessment and negotiation skills
• Familiarity with international codes/standards and project planning tools
• Excellent communication, analytical and coordination skills
