About the RoleA confidential government entity in Abu Dhabi is seeking an experienced Infrastructure Plan Manager to lead the development and management of integrated infrastructure strategies, demand planning, and infrastructure project pipelines.The role will ensure that infrastructure requirements are aligned with government priorities, future growth, spatial and economic strategies, and realistic delivery and investment considerations.The successful candidate will act as a key integrator across sector strategies, ensuring that strategic priorities are translated into clear infrastructure requirements, prioritised programmes, and investment-ready projects.The role will also oversee the development and management of a Dynamic Infrastructure Plan Platform, serving as a central source of information for infrastructure planning, programme prioritisation, and executive decision-making.Key ResponsibilitiesStrategic & Infrastructure PlanningLead the development of integrated, long-term infrastructure strategies aligned with spatial, economic, and sector priorities.Translate government and sector strategies into clear infrastructure demand and requirements.Ensure infrastructure requirements are aligned across sectors and geographic areas.Define priority infrastructure programmes, sequencing, and development pathways.Apply scenario planning, demand modelling, and strategic foresight to anticipate future infrastructure requirements.Identify infrastructure gaps, cross-sector dependencies, conflicts, and areas requiring further intervention.Translate strategic requirements into structured, phased, and investment-ready infrastructure pipelines.Ensure infrastructure planning outputs are linked to CAPEX and PPP processes.Governance & DeliveryOversee consultant deliverables, commercial contracts, invoices, payment milestones, variations, and performance records related to infrastructure studies and programmes.Lead or quality-assure the development of RFPs, evaluation criteria, tender assessments, and technical and commercial evaluation reports.Ensure appropriate procurement and governance processes are followed.Establish and maintain planning standards, templates, governance frameworks, and processes.Dynamic Infrastructure Planning PlatformLead the development and continuous enhancement of a dynamic infrastructure planning platform.Ensure the platform integrates strategies, indicators, infrastructure demand, programmes, projects, and funding mechanisms.Maintain an integrated infrastructure project pipeline with appropriate filters and reporting capabilities.Develop sectoral and cross-sectoral programme plans.Incorporate demand models based on different scenarios and potential external shocks.Maintain live tracking of assumptions, dependencies, risks, gaps, and key planning considerations.Provide clear CAPEX cycle inputs and documented prioritisation rationale.Develop strategy alignment and infrastructure gap assessment reports.Prepare executive-level decision packs covering options, risks, and recommendations.Key DeliverablesThe successful candidate will be expected to deliver:An integrated and continuously updated Dynamic Infrastructure Plan Platform.Comprehensive infrastructure project and programme pipeline visibility.Sectoral and cross-sectoral infrastructure plans.Scenario-based infrastructure demand models.Live tracking of infrastructure assumptions, dependencies, risks, and gaps.Clear prioritisation inputs for CAPEX planning cycles.Strategy alignment and infrastructure gap assessments.Executive-level decision support materials and recommendations.Qualifications & ExperienceMinimum RequirementsBachelor’s degree in Urban Planning, Engineering, Economics, or a related field.8–12+ years of relevant experience in infrastructure planning, infrastructure strategy, master planning, or capital planning.Proven experience working on large-scale infrastructure planning or masterplans.Strong experience working across government entities and multi-sector environments.Preferred Qualifications & ExperienceMaster’s degree in Planning, Engineering, Economics, Public Policy, or a related field.Experience with Abu Dhabi or GCC government CAPEX cycles.Experience in infrastructure planning, inter-entity programme governance, and consultant management.Exposure to PPP and infrastructure investment planning frameworks.Professional certification such as PgMP, MSP, PMP, NEC/FIDIC, commercial management, public procurement, PPP/project finance, or an equivalent qualification.Core CompetenciesStrategic Integration: Ability to translate multiple sector strategies into integrated infrastructure planning outputs with CAPEX and PPP investment decisions.Governance: Ability to establish and enforce planning standards, frameworks, and governance processes.Decision Support: Ability to develop clear, concise, and executive-ready recommendations.Digital & AI Planning: Ability to leverage digital, AI-enabled tools, dashboards, and structured planning platforms to support
