Mal is building a group of regulated financial services businesses from the ground up: an ADGM applicant for a Category 2 Financial Services Permission, an Abu Dhabi bank operating per Islamic Sharia at preliminary approval stage, and payments and lending activity across the UAE, UK and US.Key Responsibilities:Run licence applications end to end - scoping permissions, building submission packs, managing the regulator's questions and holding the timetableOwn the licence condition register once approvals land, so that every condition has an owner and a dateBuild and run the fit-and-proper pipeline for the group's designated appointments, working to a twelve-week regulatory clockAdvise on regulatory perimeter: which Mal entity may carry out which activity, in which jurisdiction, and from whenPrepare the group for regulatory engagement - briefings, papers and positions - with designated regulator contacts remaining with the licensed entitiesTrack regulatory change across our regulators and turn it into work with owners and datesInstruct and manage external regulatory counsel within the Group Legal frameworkMust-Have Qualifications:A legal qualification and substantive regulatory practiceExperience taking at least one licence application through a Gulf regulator to grant, not only engaging with oneLicence condition management after approvalFit-and-proper or approved-persons file preparationPerimeter analysis across multiple entities and jurisdictionsWritten advice that gives a decision-maker a route, not only a riskExcellent stakeholder management at executive levelNice to Have:Islamic financeDigital assets and payments regulationExperience of a licence build rather than a steady-state regulatory functionFirst 60 Days:A licence-by-licence condition and gap register, with owners and datesA submission plan for the ADGM permission that survives contact with the registrarThe fit-and-proper pipeline sequenced against intended appointment datesA written view on the two or three perimeter questions currently holding up commercial work
