Are you an experienced Electrical & Instrumentation Quantity Surveying professional looking to contribute to major EPC projects in the UAE? We are seeking a Senior E&I Quantity Surveyor to manage the commercial and contractual aspects of electrical and instrumentation works across oil & gas, industrial, marine, power, and infrastructure projects. This role is critical in ensuring accurate quantity take-offs, cost estimation, contract administration, variation management, and project cost control throughout the project lifecycle.WHO WE ARETarget Engineering brings 50+ years of experience in EPC and industrial infrastructure. Join a business with deep technical roots, where your voice is heard, your impact is visible, and your career is part of a legacy of excellence.YOUR ROLEAs a Senior Electrical & Instrumentation (E&I) Quantity Surveyor, you will have the below key responsibilities including but not limited to:Quantity Surveying & Commercial ManagementPerform detailed quantity take-offs and measurements for electrical and instrumentation works, including cable installations, control systems, field instruments, panels, switchgear, and related infrastructure.Prepare project budgets, cost plans, and commercial forecasts for EPC projects.Evaluate completed works and prepare interim and final valuations.Monitor project expenditures and support project teams in achieving cost objectives.Maintain accurate quantity and cost records throughout project execution.Estimation & TenderingPrepare detailed cost estimates, BOQs, and pricing for bids and proposals.Analyze labor, material, subcontract, and equipment costs related to E&I installations.Review project specifications, drawings, datasheets, and client requirements to ensure estimate accuracy.Support value engineering and cost optimization initiatives during tendering and execution phases.Coordinate with engineering, procurement, and construction teams to develop competitive and compliant estimates.Contract Administration & Variation ManagementAdminister contracts and ensure compliance with commercial and contractual requirements.Identify, evaluate, prepare, and negotiate variation orders and change requests.Support claims preparation, contractual correspondence, and commercial negotiations.Manage subcontractor measurements, valuations, and commercial assessments.Ensure all commercial activities are aligned with company procedures and client specifications.Cost Control & Risk ManagementMonitor project cost performance and identify potential cost overruns or budget risks.Support forecasting, cash flow projections, and earned value assessments.Contribute to commercial risk identification and mitigation strategies.Ensure compliance with project controls, reporting requirements, and management review processes.Stakeholder Coordination & Technical ReviewWork closely with engineering, procurement, construction, project controls, and commissioning teams.Liaise with clients, consultants, vendors, and subcontractors on commercial matters.Verify material specifications, installation methodologies, and project deliverables against contract requirements.Support project close-out activities, final accounts, and commercial documentation.WHAT WE ARE LOOKING FORExperienceMinimum 8-10 years of experience in Quantity Surveying and Cost Estimation for large-scale EPC projects.Strong experience in Electrical & Instrumentation works within the Oil & Gas sector.Experience in industrial, power, marine, infrastructure, or plant projects will be an advantage.Proven background in cost estimation, contract administration, variation management, cost control, and commercial management.Experience with EPC contracting environments and multidisciplinary project execution.Education and CertificationsBachelor's Degree in Electrical Engineering, Instrumentation Engineering, Quantity Surveying, Construction Management, or a related discipline.Professional certifications such as AACE, RICS, CCP, or equivalent industry-recognized qualifications are preferred.Skills and CompetenciesIn-depth knowledge of E&I quantity surveying, cost estimation methodologies, and project commercial practices.Strong proficiency in MS Excel, CostX, Primavera, and other estimating and project controls software.Sound understanding of electrical systems, instrumentation systems, process control installations, and EPC project execution.Strong commercial awareness, analytical thinking, and problem-solving capabilities.Excellent communication, negotiation, and stakeholder management skills.Proven leadership, mentoring, and team coordination abilities.Strong understanding of cost control, risk management, and forecasting techniques.Ability to work under pressure, manage multiple priorities, and meet strict project deadlines.Knowledge of industry trends, labor productivity rates, and material cost fluctuations.WHAT WE OFFERThe chance to contribute to some of UAE’s Oil and Gas EPC Mega projects.A collaborative, supportive environment that values innovation and excellence.Opportunities for professional growth and career progression.Competitive salary and benefits package.Ready to be part of our team?If you’re inspired by what you’ve read and believe you’re the right fit, we’d love to hear from you.Join Target Engineering and Construction Co.
